Emergency Relief Cell (ERC)


Responsibility:
Under the Rules of Business 1973, the subject of "Disaster Relief" at national level is assigned to the Cabinet Division. The ERC created within the Cabinet Division in 1971 is responsible for the work related to disaster relief at national level.

Infrastructure:
The Emergency Relief Cell (ERC) carries out its functions, inter alia, through the following infrastructure: -

  • EMERGENCY CONTROL ROOM: Control Room goes into operation during the flood season or as soon as a natural disaster strikes. It maintains constant liaison with all concerned for compiling a comprehensive data, which helps in taking decisions regarding the calamity thence prevailing.
  • WAREHOUSE, ISLAMABAD: This warehouse is meant for stocking of non-perishable relief goods, which could be rushed to the affected areas at a short notice.
  • RELIEF GOODS DISPATCH ORGANIZATION, KARACHI: This Organization is responsible for receipt/dispatch of relief goods from/ to the foreign countries.
  • AVIATION SQUADRON: The Aviation Squadron maintains a fleet of few helicopters, which are used for relief and rescue operations and visits of senior Government functionaries to the disaster affected areas.
PROCEDURE OF PROVIDING RELIEF ASSISTANCE WITHIN THE COUNTRY AND ABROAD
  • WITHIN THE COUNTRIES: Primarily, the relevant provincial governments are responsible to provide relief to the disaster-affected people in accordance with the provisions of National Calamities (Prevention & Relief) Act, 1958. However, in case it is beyond the capacity of a provincial government to cope with an emergency, the ERC provides relief assistance to the concerned provincial government under the directive/approval of the Prime Minister/President. Such assistance is sometimes provided on the request of the provincial government, while sometimes it is provided without waiting for a request from the provincial government.
  • ABROAD: Relief Assistance to foreign countries is provided under the directive/approval of the Prime Minister/President received through the Ministry of Foreign Affairs, who take initiative for relief assistance either in response to an appeal by a foreign country or as a goodwill gesture (i.e. without any appeal having been made by the affected country.

PRESIDENT?S RELIEF FUND FOR TSUNAMI VICTIMS

All donations in the President?s Relief Fund for Tsunami Victims may be deposited under the title of account President?s Relief Fund for Tsunami Victims in the following Banks: -

  • All Branches of the State Bank of Pakistan.
  • All Treasuries.
  • All Branches of National Bank of Pakistan.
  • All Branches of Habib Bank of Pakistan.
  • All Branch of United Bank of Pakistan.
  • All Branches of Muslim Commercial Bank Limited.
  • All Branches of Allied Bank Limited.
Contributions from abroad will be received at all the branches of above-referred banks where such branches exist. In other foreign countries, contributions will be received at Pakistan Missions.
