Subject: SIMPLIFICATION OF PROCEDURE RELATING TO REPLACEMENT/PURCHASE OF VEHICLES
Reference Rule 25 of Rules for the Use of Staff Cars-1980, Cabinet Division’s letter No.8/7/98-CS, dated 1st June 1998 and D.O. Letter No.1/ 2 /2000-Imp-II, dated 28th February 2000.
2. The Prime Minister has been pleased to approve modification in procedure relating to replacement of condemned vehicles and purchase of additional vehicles, vide Prime Minister’s Secretariat u.o.No.1601/DS(AIII)/2005, dated 11-07-2005, as under:-
a. Replacement of Condemned Vehicles
(1) The Secretaries Incharge Ministries/Divisions and the subordinate offices/attached departments under their administrative control are empowered to sanction purchase of the new vehicles in replacement of the condemned vehicles, if the budget is available.
(2) A copy of the sanction will be sent to the Cabinet Division for record/information.
b. Purchase of Additional Vehicles
(1) For purchase of additional vehicles necessitated due to increase in establishment/workload etc, the Ministry/ Division/Department concerned will take up a case with Finance Division for enhancement in the authorized strength of their vehicles.
(2) A Vehicles Committee composed as under is hereby constituted to evaluate all proposals for additional vehicles:-

(3) The above Committee will examine the rationale for authorisation of additional vehicles and accord its approval. In case of disagreement, the case will be referred to the Finance Secretary for a decision.
(4) The Secretary Incharge may sanction purchase of new vehicle(s), after approval of the proposal by the Vehicles Committee, referred above. A copy of the sanction will be sent to the Cabinet Division for record/information.
c. For the situations referred to in Para 2 a & b above, the ban imposed on the purchase of new vehicles, at present, will deemed to have been lifted and the summary for relaxation of the ban by the Prime Minister will not be required. However, the instructions with reference to imported vehicles circulated vide, Cabinet Division’s D.O. letter No.1/2/2000-Imp-II, dated 28th February 2000 will continue to be adhered.
d. The CONDEMNATION of the vehicles of all Ministries/Divisions, their attached departments and subordinate offices will, however, continue to be undertaken as per existing procedure, as laid down in Rule-25 of Staff Car Rules – 1980.
3. These instructions may be communicated to all subordinate offices and attached departments under administrative control and affiliated Autonomous/Semi Autonomous Bodies and Corporations.
4. This issues with the approval of the Cabinet Secretary.

Subject: SIMPLIFICATION OF PROCEDURE RELATING TO REPLACEMENT/ PURCHASE OF VEHICLES
Reference Cabinet Division’s letter No.6-7(1)/02-M.II, dated 22nd July 2005, on the subject noted above.
2. Certain Ministries/ Divisions/ Departments have raised following queries:-
a. Whether powers to sanction the purchase of vehicles in replacement of the condemned vehicles/ additional vehicles (after approval of the ‘Vehicle Committee’) are restricted to the Secretary Incharge of the Ministry/Division only or else can be delegated to the ‘Heads of the Departments’ as well?
b. Whether approval of the “Vehicle Committee” is also required for the purchase of vehicles to make up the deficiency of the ‘Authorised Strength’ of vehicles of a department?
3. In order to remove the ambiguity following clarification is issued:-
a. The power to sanction purchase of vehicle(s) as mentioned at Para 2 a (1) and 2 b(4) of Cabinet Division’s letter referred above is restricted to the Secretary of the concerned Ministry/ Division, only. The Subordinate Offices/Attached Departments will obtain approval of the Secretary Incharge of their respective Ministry/Division.
b. As the authorization of vehicles has not been standardized/ fixed for various Ministries/ Divisions/ Departments, therefore, approval of the “Vehicle Committee” as referred at Para 2 b (2) of Cabinet Division’s letter No.6-7(1)/02-M-II, dated 22nd July 2005, will be obtained for all additional vehicles whether authorized or otherwise.
4. This issues with the approval of the Cabinet Secretary.
