ADMINISTRATIVE RESEARCH :

PAKISTAN PUBLIC ADMINISTRATION RESEARCH CENTER (PPARC)

Management Services Wing has a research unit with the name of Pakistan Public Administration Research Center (PPARC). The centre is responsible for Administrative Research, Compilation and Publication of Manuals on administrative instructions, review of civil standard forms, idea award scheme and  carrying out census about Federal Government employees and employees of autonomous/semi autonomous bodies / corporations under the administrative control of the Federal Government.  PPARC also collects, compiles, and analyze  data on Recording Indexing and Weeding of old record of Ministries/Divisions of the Federal Government.

Manuals & Publications

PPARC is the sole agency for compilation, revision and printing of the Administrative Codes & Manuals, which are intended to facilitate disposal of official business in Federal Govt. Organizations.  Since 1978, the Centre has published 23 Manuals/Codes and brought out their updated/revised editions. These Codes and Manuals, particularly the ESTACODE, Hand Book for DDOs, Establishment Manual, Manual of Pension Procedures, Compendium of Laws applicable to Federal Government Employees etc. are serving as tools for decision-making and being used as standard reference books in Federal Govt. Offices such as Ministries/Divisions/Attached Departments and Subordinate Offices. Even the provincial governments and autonomous bodies of the Federal/Provincial governments have been making use of the information contained in these manuals.

 Census of Government Employees

PPARC has been periodically carrying out census of Government employees. It has generated 38 census reports since its inception. The  latest census report was published in the year 2002.The census contains vital statistics on gender distribution, marital status, age, domicile, religion, occupational groups, basic pay scales and nature of appointment etc. of Federal Government employees. Some elements of services history of Federal Government employees, their qualification, training, field of specialization are also depicted in the census report. PPARC also conduct and publishes Annual Statistical Bulletin of all categories of Federal Government Employees as well as employees of autonomous /semi-autonomous Bodies / Corporations under the administrative control of the Federal Government. These reports not only help the researchers in Public Administration but are also being gainfully utilized by the Planning Commission and Ministry of Finance and other bodies for policy formulation.
