Management of Surplus Pool In terms of Section 11(2) of the Civil Servants Act, 1973, the services of civil servants can be terminated on abolition of posts. However, the government, on human consideration, decided not to terminate the services of employees declared surplus by the Ministries/Divisions/Departments. They are enlisted in the Surplus Pool of Establishment Division for absorption against vacant posts in other Ministries/Divisions/Departments. The surplus pool is functioning since 1993. The surplus employees are dealt in accordance with the guidelines issued by the Establishment Division on 9th October, 2001 (with the approval of the then Chief Executive) and directive of the then Prime Minister circulated by the Establishment Division in April, 2003. Appointment Of Consultants A conference was held in the office of Chief Executive on November 13, 2001, wherein various decisions were taken to streamline the appointment of consultants in Federal Secretariat in an objective manner. The guidelines to be followed for prospective appointment of consultants in the Ministries/Divisions/Organizations were issued on January 25, 2002 with the approval of the competent authority. A proforma containing essential particulars/details regarding appointment of consultants was also designed and circulated on February 12, 2002 for uniform evaluation and rational decision making.
