MANAGEMENT SERVICES WING

TRAINING:

                       The aim of training activities in the Management Services Wing has been to enhance the Management Consultancy skills of its own officers and to provide necessary background of O&M Techniques to the officers of other Organizations/Ministries/Divisions. Towards this end the Wing has undertaken training courses for administrators and managers of public sector organizations to introduce them with the concepts of Modern Management Techniques like Organizations and Methods, Operations Research & Quantitative Techniques etc. in order to improve the managerial skills of the officers. A total of 294 training Courses/Seminars/workshops have so far been organized by the Management Service Wing in which more them 5288 Officers of Federal/Provincial Governments and Armed Forces of Pakistan have been trained. 

                The salient features of the training activities of the Management Services Wing covering major courses organized by the Wing are summarized as under :-

*           A total of 2413 officers of BS-17 to 20 have participated in 116  Management Systems & Methods and Operations Research Courses.

            *            About 456 officers of the public sector organizations have been

                         given computer orientation in 28 training courses.

 *          During 1985-86, the Management Services Division organized 6 modular courses of 3 months duration each on ‘Performance Improvement Programme’, ‘Financial, Operational and Project Analysis’, and ‘Management Information Systems and Computers’. The same areas were covered in the 9 months, Management Consultancy, Development   Course held at Islamabad. A total of 117 officers of other Ministries/Divisions also benefited from these modular courses.

 *        The UNDP approved a three years Technical Assistance Project for Management Services Division. The project envisaged the organization of Six courses within the country in the following priority areas for development of in- house consultants for Govt. of Pakistan.

             i)         Financial and Management Planning.

                        ii)         Management of Public Enterprises.

                        iii)         Management Information System.

                        iv)        Organizational Design.

                        v)         Project Management.

                        vi)        Human Resource Development.

*        The UNDP Project included a provision for Foreign Training for the officers of  then Management Services Division and 16 long term and short term training facilities were made available along with six study tours of 2-4 weeks duration. All the training facilities were availed by the officers  of the Division. This Project contributed a lot in the development of professional expertise and consultancy skills of the officers of this Wing.  

*          The above six Courses of UNDP Project were organized at Islamabad with the help of international consultants and were repeated at Karachi and Lahore offices of the Division/Wing. About 137 officers from various organizations participated in these courses. No training institution in the country deals in depth with these important field of Management improvement. The Management Services Wing has therefore been continuously organizing short training courses for skill development of Federal Government officers.
