MANAGEMENT SERVICES WING

WHAT WE ARE:

                    Under the Rules of Business the Management Services Wing of the Establishment Division is a Management Consultancy Unit under the Federal Government which is required to undertake Management Reviews, Staff Reviews Systems and Procedural Reviews in Federal Government Organizations with a view to improve their efficiency and effectiveness. We are also required to train Government Functionaries in Modern Management Techniques for improving their managerial skills. Besides, the Management Services Wing is also responsible for compilation and publication of Reference Manuals on Administrative instructions/Government orders for efficient disposal of Government business.

                        Historically, an O&M Unit was created within the Establishment Division in 1952 which was replaced in 1958 by an Efficiency & O&M Wing of Establishment Division. In 1978 a full fledge Division in the name of O&M Division was Established in Federal Government which was renamed as Management Services Division in 1988. Later on due to the economy measures, the Division was reduced to a Wing and presently working as Wing of the Establishment Division.

 OUR VISION:        Our vision is the evolution of efficient and effective government machinery responsive to the changing  management practices for automation & modernization in accordance with needs and expectations of the citizens of Pakistan.

OUR MISSION:     The Mission of Management Services Wing of the Establishment Division is to work as a catalyst in the promotion of Good Governance through System & Procedural Reviews and Restructuring/Re-organization as well as Revitalization of the administrative set up of the Federal Government. The ultimate objectives being achievement of efficiency  & effectiveness in Government Organizations.

WHAT WE DO:    As per our Charter of Duties laid down in Rules of Business, we are discharging responsibilities of re-structuring/re-organization of the administrative setup of the Federal Government (Ministries/Divisions/Attached Departments/Sub-ordinate Offices and Autonomous Bodies). Briefly, we are responsible for (a) Management Consultancy (b) Administrative Research & (c) Training in modern Management Techniques. In addition, the MS-Wing is also responsible for the management of surplus pool , Monitoring and implementation of the report Committee on Rightsizing and Re-structuring (CRR) and  Matters related to appointment of consultants.
