National Trade Corridor (NTC) Concept
NTC Management Unit (NTCMU),
for the duration of the NTCIP has been established in Planning
Commission to fulfill the following role for five years: Specific
assistance will be provided to the NTCMU under a TA loan provided by
the World Bank. TA components will include seven infrastructure
sub-sectors, namely highways, railways, ports & shipping,
aviation, customs, road transport (including trucking modernization)
and energy. Analytical work on various components of these sectors
would be undertaken to best evaluate the sector potentials.
The NTCMU being an implementation arm of the Planning Commission will be the coordinating body for all modes of transport (intermodal) continuously providing the analytical underpinning and intersectoral linkages required to improve the entire logistics chain. It will be supervisory agency of the WB TA loan. It shall be headed by Member (Infrastructure) Planning Commission as its Project Director and supported by Chief (T&C) Planning Commission as Deputy Project Director alongwith project management & support staff. Its responsibilities shall lie within the coordination, supervision, monitoring & approval of TA components, quality control of procurement & financial management, and consolidation of progress reporting on TA components.
Preparation and implementation of TA components will be the sole responsibility of the implementing agencies (IAs)/concerned Ministries. IAs are respective Ministries /agencies represented in the Task Force. Each Ministry shall nominate / select project consultant within the agency, who shall be responsible for making sectoral studies and develop & prepare PC-Is & PC-IIs, Terms of Reference for consultancy (TOR), development of Request for Proposals (RFP) documents, according to the rules & conditions set forth in the TA loan of the World Bank[1]. NTCMU will be involved in technical reviews. There will no duplication in the functions of NTCMU and the IMU under ADB assistance.
A detailed implementation schedule will
be developed and maintained by each Ministry with the concurrence of
the NTCMU and the World Bank. Each Ministry/Agency will also report
progress on respective project components to the NTCMU. Subsequently,
the consolidation of progress reports from individual IAs will be
undertaken by NTCMU and a joint review meeting of the NTCMU and the WB
to monitor the progress will be held on quarterly basis. Any
reallocation of funds between TA components included in the overall
project will be determined by NTCMU in close collaboration with
respective IAs and the World Bank.
- Advise and guide the overall policy, investment and technical assistance under the NTCIP
- Coordinate, monitor and oversee the implementation of NTCIP reforms and activities, and regularly asses the impacts and required improvements
- Coordinate and establish linkages between reform efforts undertaken by represented agencies
- Review and update NTC action matrix in consultation with all stakeholders
- Report to National Trade Corridor Council led by the Prime Minister
- Coordinate and supervise the NTCIP technical assistance (TA) under Trade and Transport Facilitation Project II (TTF2)
- Provide guidance to and coordination with the involved Ministries and departments and to ensure delivery of results with best working standards
- Provide intellectual leadership and ensure intersectoral linkages
- Appraise Business Plans of all the involved ministries
- Assist with economic justification of the NTCIP and economic analysis of programs and projects under NTCIP
- Coordinate investment planning to attract investment and develop ways to create better business opportunities
- Facilitate Public-Private Participation and other financing options to leverage the public sector resources
- Monitor effectiveness of sectoral interventions and the sectoral performance indicators
- Translate the Vision 2030 under the NTCIP initiative
- Develop media / communication strategy, interact with media, prepare booklet on NTCIP and other print material
- Coordinate and finalize the overall business plan for NTC, with technical, economic and financial information at international standards, and supplementary information for attracting private sector participation, and arrange road shows (local & international) based thereon.
- Facilitate reinforcement and finalization of business plans for each of the involved ministries
- Provide inputs in (i) determining TOR for feasibility studies; (ii) review of consultants’ reports; (iii) scrutiny of proposed investment packages
